Message you hook up an air compressor to the actuators isn't 1:1 with the actual boost the wastegates will open at. Remember that you will also have the heat energy from the exhaust gas pushing against the inside of the wastegate door, in addition to the pressure soming through the signal line at the actuator. I think Mike Smith from JWT has a general relationship he uses between bench boost and actual maximum boost, but I don't remember what I heard he said it was.
